Holt Park development faces PFI reduction
Leeds City Council (LCC) is to increase its financial contribution towards a flagship health, community and sport complex after private finance initiative (PFI) funding was reduced.
More than £30.5m worth of PFI 'credits' were allocated to the Holt Park Wellbeing Centre project in April, but has now been revealed that the figure is set to be revised to £28.9m. LCC's contribution to the scheme under the PFI system will now increase from £188,000 a year to £394,000 - including utilities but excluding national non domestic rates (NNDR).
A report put before the executive on 7 September said: "The upper limit for the authority's contribution is now £484,000 p.a at 2014/15 which is the upper limit supported by existing authority budgets and includes the projected uplift in the NNDR costs for the new facility." The new Holt Park Wellbeing Centre has been designed by Mentor - a partnership between GHM Rock Townsend and FaulknerBrowns - and will include a 25m swimming pool.
A hydrotherapy pool; a Bodyline gym; a large activity hall; multi-activity rooms; hubs for older people and those with learning difficulties; and a studio are also proposed. LCC is overseeing the development through the local education partnership and contractor Interserve Project Services.
